White Buffalo Alliance is Indigenous-led and is the operating name of Indigenous Nations Tribal Reserve (INTR), a U.S. Department of the Treasury–certified Community Development Entity chartered under the laws of the Caddo Nation. Governance comes first—technology serves the mission.

What is sludge?
Sludge is any barrier or hurdle that prevents forward movement — establishing identity, proving authenticity, or documenting proof. From artists and entrepreneurs to those who are unhoused or unbanked, we empower people to regain sovereignty over their lives and livelihoods.
Indigenous sovereignty is a distinct legal and political status, carried Nation to Nation. Individual economic agency — the ability to establish identity, prove authenticity, and transact on your own terms — is something every person deserves. Our work honors both, without confusing one for the other.
The Solution: Cooperative Self-Governance
Our Trak$ system is a cooperative governance and accounting instrument that supports identity verification, authenticity, transparency, and documentable proof within community-governed programs.
Trak$ is not a publicly issued currency, and it is not a payment stablecoin. It is internal program infrastructure, developed alongside lawmakers, tribal partners, and legal counsel, and structured to work within — not around — applicable law. Through cooperative self-governance, we work toward sovereignty for the communities we serve.
Our Programs
White Buffalo Alliance's Trak$ governance technologies are being developed and piloted across a growing set of use cases — each built on the same constitutional governance architecture, applied to a different community need.
NDN Art Market(ArtTRAX) — Authenticity, provenance, and fair compensation for Indigenous artists and creative work.
Norman Digital Village(NudgeTRAX) — A pathway system supporting unhoused and unbanked community members toward stability, identity, and financial inclusion.
Family & Kinship Continuity(CousinsTRAX / FamilyTRAX) — Tools that help families and kinship networks sustain governance, care, and continuity across generations.
Recovery Pathways(RecoveryTRAX) — Supporting recovery and reentry journeys, developed alongside the Drug Court pilot in Cleveland County.
Philanthropic Infrastructure(DonaTRAX) — Programmable, accountable giving that keeps donors and communities connected to outcomes.

Research and Community Practice
Our work is informed by the Norman Digital Village Inquiry, a community-based examination of homelessness, identity, service access, and pathways toward stability.
The Inquiry includes confidential engagement with unhoused individuals, service providers, public officials, treatment-court leaders, and community partners.
This work has been selected for presentation in Barcelona and is helping shape a broader publication and public-policy campaign around White Buffalo’s Indigenous-led governance model.
The Inquiry directly informs NudgeTRAX and DonaTRAX, helping ensure that our technology responds to real community needs and remains accountable to the people it is intended to serve.
