White Buffalo Alliance helps communities organize, incubate, and govern Digital Village initiatives.
Its work focuses on maintaining alignment among three connected layers:
Legal — authority, rights, duties, consent, and accountability.
Organizational — people, roles, relationships, governance, and operating structures.
Technology — systems that carry authorized human decisions into practice.
White Buffalo Alliance uses specialized grammatical and syntactic protocols developed through twenty-five years of research and practice. We refer to these methods as VICR, NJC, and UNCLOT. They are used to examine and maintain alignment among legal, organizational, and technological structures.

Community Governance — who has authority, responsibility, consent, and a voice in decisions.

What is Sludge?
Sludge is anything that makes it harder for people to get where they are trying to go —
confusing systems, repeated forms, scattered information, unnecessary steps, lost
connections, and barriers between people and resources.
The Hoop helps us see the barriers. TRAX help people move through them.
From finding housing or recovery support to starting a business, proving identity,
accessing services, or participating in community life, the goal is simple:
Make the path easier to see.
