White Buffalo Alliance is an operating name of Indigenous Nations Tribal Reserve (INTR), a U.S. Department of the Treasury–certified Community Development Entity chartered under the laws of the Caddo Nation with subsidiaries incorporated under the laws of the State of Oklahoma.
Certified as a CDE since 2002, INTR works to expand economic opportunity in Indigenous, low-income, and underserved communities. The INTR Act and Tribal Charter require INTR to dedicate 56% of its profits to community development and projects protecting our shared natural environment.

White Buffalo Alliance brings together Indigenous knowledge, cooperative governance, community-development finance, and responsible technology.
Our mission is to help communities build and govern systems of their own—systems that strengthen identity, expand economic participation, coordinate services, protect culture, and keep value circulating within the communities that create it.
We recognize the inherent sovereignty of Tribal Nations and the importance of individual agency, human dignity, civil rights, and meaningful participation in economic life.
The GLOCAL Vision
The late Chief Jim Gray, former Principal Chief of the Osage Nation, gave our approach a name: GLOCAL—bringing global knowledge, technology, and economic opportunity into alignment with local culture, leadership, and community priorities.
GLOCAL means thinking globally while acting through local relationships. Communities should not have to choose between preserving their identity and participating in the global economy. Modern tools should serve local purposes, with communities retaining a meaningful voice in how those tools are designed, governed, and used.

Technology is a tool. Governance comes first.
White Buffalo brings community members, Tribal Nations, public institutions, businesses, researchers, service providers, and philanthropic partners together around shared responsibilities and measurable outcomes.
Our developing technologies help communities establish identity, coordinate services, document agreements, support authorized transactions, measure progress, and strengthen transparency and accountability.
Technology does not replace government, institutions, community leadership, or human judgment. It provides infrastructure that helps them work together while preserving authority, consent, privacy, and accountability.
How We Help Communities
White Buffalo begins by listening. We identify the barriers that keep people, families, artists, businesses, and communities from moving forward.
We then help build practical pathways around those barriers—connecting people with identity, housing, recovery, work, financial participation, family and community networks, and other resources.
Our purpose is not to make communities dependent on White Buffalo. It is to help communities strengthen the governance, relationships, knowledge, and tools they need to sustain their own progress.
From Research to Community Practice
Our work includes the Norman Digital Village Inquiry, a community-based examination of homelessness, identity, service access, and pathways toward stability.
That work connects research directly to practice: learning from people and organizations in the community, identifying barriers, building better pathways, and testing whether those pathways actually help people move toward stability and opportunity.
The work has been selected for presentation in Barcelona and also informs White Buffalo’s broader research, technology, and public-policy work.
What We Are Building
White Buffalo is developing community-governed tools for identity, kinship, recovery, housing, work, giving, cultural commerce, and other community pathways.
These tools are designed around a simple principle:
People govern. Technology serves.
Different initiatives are at different stages of research, development, community engagement, and piloting.
